We have extensively tested this and yes, you can.
1) Make sure that you set up the number to come to a handset direct (WhatsApp verification can not handle IVR, Call Queue, or the likes).
In the WhatsApp for Business app:
2) Add your number and try to verify.
WhatsApp now will try to send a text message which will not work but it then should give you the option for 'Didn't receive a verification code?'
3) When you click 'Didn't receive a verification code?' you get the option to select Voice Call, once the current code send attempt times out.
Press continue and have something handy to note the confirmation code, which you can then use for the verification.
