We have extensively tested this and yes, you can.
When you set up the account it will first try to send a text message.
This will fail after a little while (usually around 2 minutes).
On that verification screen, when you scroll down, you will then see the 'Call Me' to verify option.
Make sure that you set up the number to come to a handset direct (WhatsApp verification can not handle IVR, Call Queue, or the likes) and you will receive a call where a computer voice will give you the verification number you need.
